JOB SUMMARYMonterey Peninsula College's Early Childhood Education Lab School provides high quality early childhood education and care to children ages 3 through 5, and includes an outdoor learning environment. The lab school implements a progressive student-centered, self-directed, and experiential approach to teaching that focuses on children's exploration and discovery.
Under the general direction of the Vice President of Student Services, coordinate, direct, evaluate, and supervise the functions, activities and staff of an Early Childhood Education (ECE) Lab School within the college and comply with District, Licensing and other requirements including mandated legal and regulatory provisions: prepare, recommend and implement policies and procedures, and operations, and do related work as required.

Example of Duties

Essential Functions
Provides overall effective administration of the ECE Lab School, including annual assessment of program philosophy, goals, and objectives: preparation of annual strategic plan that coordinates annual institutional and State Program review report, reflections, goals and objectives, policies and regulations from Title 22 and Title 5 and develops /maintains annual master calendar for center operations.

Hire, train, supervise, evaluate and schedule staff to ensure a safe, friendly, effective ECE Lab School, and monitor staff permits.

Develop and maintain classroom environments and curriculum to create a warm, interactive, intellectually stimulating, physically challenging, and emotionally secure program based on individual children's and families' specific needs, including language and cultural values which reflect and support the ECE instructional program in close collaboration with ECE faculty.

Model and teach appropriate pre-school teaching techniques and practices/procedures for staff, laboratory students and parents.

Facilitate positive intrapersonal relationships with staff through accessibility, positive dialogue, and regularly scheduled staff meetings.

Advocate for and represent the ECE Lab School operations on campus and in the community, provide on-going reports to advisory committees, ECE faculty, and other related on/off campus interest groups.

Establish learning outcomes for ECE Lab School.

Establish eligibility criteria and fee schedules and accounting for fee billing and payments following state mandated guidelines.

Perform intake and enrollment interviews with parents; monitor continued eligibility of parents; coordinate, plan and hold orientation for parents, staff, parent-aides and volunteers.

Make referrals to community agencies as needed; maintain rapport with parents; advise parents regarding parenting and personal concerns; serve as advisor to Parent Advisory Council and attend monthly PAC meetings.

Report suspected child abuse/neglect to Child Protective Services as mandated.

Develop and administer the annual budget.

Serve as liaison between MPC and California Department of Education, Child Development Division and the Child Care Food Unit, CACFP

Search for grants and external funding; Plan and oversee fund raising endeavors.

Maintain attendance and other records as required by the Child Development Division and the Child Care Food Program; submit required federal and state reports in a timely manner.

Coordinate with the ECE Department in the use of the ECE Lab School as a practicum laboratory school; Ensure staff is implementing State's Desired Results Developmental Profile (DRDP) for assessing children and program.

Monitor staff professional growth, CPR and First Aid mandatory requirements; provide continuous in-service training for staff.

Collaborate with California Welfare to Work (CalWORKS), Cooperative Agencies Resources for Education (CARE), Extended Opportunity Programs & Services (EOPS), Job Center, and other campus programs as needed.

Collaborate with Monterey County Results & Referred (R&R), Child Development Training Consortium (CDTC), Monterey County QRIS, First 5 Monterey County and other community agencies.

Ensure that the facilities and equipment of the Children's Center are maintained in a safe, sanitary condition.

Other Functions
Perform duties of all ECE Lab School staff as needed in emergencies.

Participate on College committees as required.

Perform other duties as assigned.

Qualifications

DESIRABLE QUALIFICATIONS
  • Current experience in administering and supervising an early childhood center-based program with multiple funding sources.
  • Experience in a college lab school setting, including personnel management and the promotion of positive relationships; development and supervision of preschool children.
  • Supervision of parent-child, teacher programs: integration of research theory into early childhood center-based programs; ability to motivate and support innovation in early childhood center-based programs.
  • Bilingual (English/Spanish)

Required Education and Experience
Any combination of education, experience and training that would indicate possession of the required knowledge, skill and abilities listed herein. For example a BA in Early Childhood Development, Human Development, or Family & Consumer Studies with specialization in child development or a related field and a minimum of (2) two years experience as a teacher or director in a children's center position.

Knowledge
Knowledge of: principles and techniques of children's center management; budgeting for a children's center; supervision and training of staff; laws, rules, and regulations relating to children's center; principles of early childhood development and state reporting requirements; record keeping, office methods and practices; public relations techniques; a variety of software programs as needed. Able to determine cognitive, social, physical needs of children.

Abilities
Ability to: effectively direct, coordinate and supervise all aspects of the ECE Lab School; develop and implement program goals and objectives and ECE Lab School policies; effectively initiate and prepare program compliance, quality review and accreditation application; learn, explain and apply current and new policies, procedures, rules and regulations pertaining to a child development center; analyze situations and make decisions on procedural matters; communicate/deal effectively with all levels of the District including parents, children, staff , representatives of government agencies, community representatives, and others encountered in the scope of the position; meet schedules and deadlines as required;; communicate effectively in both written and oral form using appropriate and correct English, spelling and grammar; provide accurate accounting reports; maintain security and confidentiality of records and information regarding children and families; establish and maintain effective work relationships with those contacted in the performance of required duties; demonstrate an understanding of, sensitivity to and appreciation for, the academic, ethnic, socio-economic, disability and gender diversity of students and staff attending or working on a community college campus.

Physical Effort/Work Environment: Indoor/outdoor work environment with children and parents. Some lifting of children and moderate weight parcels. Able to crouch at a child's level and sit on the floor and get back up. Able to reach a child 20-30 feet away within 30 seconds without danger to the staff person's health.

Special Qualifications
Evidence of a sensitivity to and understanding of the diverse academic, socioeconomic, cultural, and ethnic backgrounds of staff and students with disabilities.

Permits and Certificates: The ability to obtain a California Child Development Program Director Permit, Title 5, First Aid and child/adult CPR certification. A valid First Aid Certificate may be required.

TB and proof of all immunizations required by Title 22.

Possess or ability to obtain a valid California driver's license and must have an acceptable driving record and current vehicle insurance meeting State of California requirements.
